Monitoring Specialist

Creative team working with the city of Trenčín on the candidacy for the European Capital of Culture 2026 is looking for an experienced Monitoring specialist to develop and implement monitoring and evaluation strategy for the European Capital of Culture candidacy for the city and region of Trenčín.


  • At least 3 years of monitoring and evaluation (M&E) experience

  • A bachelor’s degree in statistics, IT, business, social sciences, or other relevant field –

    master’s degree preferred

  • At least 3 years M&E experience

  • Experience working with international organizations

  • Knowledge of research methodologies, tools and analysis for qualitative and quantitative studies

  • Proficiency in Excel and STATA, R or other statistical analysis software

  • Experience in programming forms and in mobile data collection platforms

  • Experience in and knowledge of participatory community development principles and

    practices, including participatory planning, monitoring and evaluation

  • Good interpersonal and communication skills

  • Fluency in oral and written English


  • Identification of best logical frameworks, indicator matrices, Performance Measurement Frameworks (PMF) and development of schedules of data collecting

  • Design and implementation of the monitoring and evaluation plan for cultural strategy of Trenčín, especially for the ECoC 2026 project

  • Elaboration of program data collection forms, assistance in maintaining data management systems, and development of data analysis templates

  • Management, verification and analysis of data and process evaluations

  • Participation in the development of survey protocols for baseline, midterm and final surveys

  • Creating a network of partners across Trenčín and slovak universities who will collaborate on data collection and evaluation

  • Designing a capacity building programme implemented by the University of Trenčín and TUKE in Košice

  • Working across departments to secure data collection of all cultural activities in the city of Trenčín

  • Liaise with other organisations and institutions locally, nationally and internationally in order to execute monitoring activities and improve capacities in the field

  • Carrying regular evaluation and writing reports

  • Securing clear data and dissemination of findings through online and other platforms to the Trenčín 2026 team, the City of Trenčín, all citizens and the EU




- part time / contract, according to agreement 

- monthly wage equivalent to 1600 Eur / brutto full time
